that the yearly total of £25,000 will be exceeded”.

If you consider that as the Secretary of State
anticipates a further reduction may be obtained from the P.
* 0. in return for a promise that all passages under this
new scheme shall be booked by their Company i shall be glad
if you will daso,

good enough to approach the bo. accordingly in the sentime the business immediately arising
out of the operation of the free pasuage scheme will be
dealt with in accordance with the arrangements for Govern-
mont passages already agreed upon.
